That was also my problem that theres is no translation available to german. I translated it to the following german: "Gas antippen beim Runterschalten"

The main reason for using this kind of driving technique is to always have got the "same" braking torque of the motor while downshifting. So when you don't use this and turn into the corner and shift down you will spin out of the corner because the rear wheels will eventually lock. To avoid this you try to match the revs.

Porsche GT3 with seq. shifters.
Like this, a lot of GT cars until 2011/2012 din't have autoblip so same type of foot work. In fact they didn't require clutch use but you rise the risk of damage gearbox.

 

The merc clk gtr for instance can shift without clutch but only if you are ok with rebuilding the gearbox every 500miles. But that's an almost a race car.

 

I remember watching a race at with either WTCC or V8s (cannot remember) that had foot cams in every car. Both of these series use sequential shifters. The awesome thing was that half of the drivers were using the clutch while the other half never even touched the clutch pedal. Some clutched on the upshift while other didnt. You also had guys that lifted on the up shift while others didn't. I think I saw almost every type of footwork in that single race. It was quite interesting.
So the answer comes down to hardware, style, and a bit of money for parts.
